Whose Hearts & Minds asks the simple question: Who are we trying to communicate with?
This blog attempts to identify core audiences and then develop strategies to attract them. A central assumption of this blog is that the majority of commentary concerning public diplomacy/public affairs/strategic communication/soft power/insert the term du jour omits in-depth discussions concerning listening. Too often, listening is acknowledged as essential to public diplomacy but then given lip service. This blog will investigate the role of listening in public diplomacy.
